To rebuild them, you’ll have to stretch their budget as far as you can. £1m isn’t awful for League Two, but realistically you’ll need to sign at least 5 players with it to improve your squad. That doesn’t mean your squad has no talent, in fact there are 3 players in particular you should keep an eye on

Scunthorpe is a typical small town team. With no other sports being played, almost every resident supports their local team. With Lincoln the only other team in Lincolnshire that play in the EFL, Scunthorpe prefer their rivalry with the closer Hull City.
Being one of the least populated counties, there isn’t support to fill the stadiums like you’d see in a similar sized Manchester or London based team. They managed to win League One in 2009 despite having the 3rd smallest budget.
Your rebuild will have to be similar. Focusing on signing as few players as possible, buying into a philosophy and hoping a few of your cheaper signings pay off like Andy Keogh (850k), Billy Sharp (2m) & Gary Hooper (2m+) all did during Scunthorpes original rise. For people who like resigning players, all 3 of these players are currently active on the FIFA 22 database and play for Perth Glory, Sheffield United & Wellington Phoenix respectively.
The squad needs to be rebuilt using low wage & short term contracts, as Scunthorpe try to do in real life. Very few of the squad earn over 8888 and even fewer have more than a 1 year deal. With only a category 3 academy you’ll be struggling to get much talent from your youth team too, i’d restrict myself to a single 1* 1* scout until finances improve.
The end goal is simple, trying to compete with the likes of Sunderland, who get 35,000 fans each week & Sheffield Wednesday, who get 25,000 at the top of League One, while little Scunthorpe are pulling in 3,500. However, the first seasons goal will purely be to survive, which Scunthorpe fans would love to see in real life.
